6. I am also aware that, unless reserve
powers are to be used a course which I
should not advocate for this purpose except
in very special circumstances changes such
as those which I have suggested in territories
where there is an Unofficial majority in the
Legislature could only be brought about with
the support of a proportion at any rate of
Unofficial Members; but increases in taxation
are never popular and this is a matter in
which it would seem to be the duty of
fficials
to do their best to persuade Unofficial
